The criminal record certificate can be obtained online starting with today, through the ghișeul.ro and hub.mai.gov.ro platforms

The Ministry of Internal Affairs and the Ministry of Research, Innovation and Digitization have operationalized the pilot project regarding the issuance of criminal record certificates in the electronic system. Starting today, February 1st, the pilot version of the application allows the issuance of criminal record certificates for natural persons, of Romanian citizenship, who are not registered in the records of the Romanian National Criminal Record Record System – ROCRIS.

Citizens have at their disposal two access mechanisms for obtaining the registry certificate: directly by logging into the portal hub.mai.gov.ro or by accessing GHISEUL.ro, the two platforms being interconnected.

„The digitization of the flow of issuing the criminal record certificate allows citizens to obtain the document on the spot, regardless of the location from which they request the release. This project represents an important step to simplify the relationship between the Ministry of Internal Affairs and citizens, for the benefit of citizens. By implementing the electronic public service for obtaining the criminal record certificate, the Government of Romania puts the real needs of the citizens at the center of the digitization process”, declared the Minister of Internal Affairs, Lucian Nicolae Bode.

The pilot project will be expanded, the application for the electronic issuance of the criminal record certificate will be available both for natural persons who have entries in the record, as well as for legal entities in Romania, until the end of July 2023.

„We are continuing the digitalization process of public services and launching, together with the Authority for Digitization of Romania and the MAI, the online criminal record, as we publicly promised previously. Basically, we offer the nearly 2 million Romanians who go to the police station every year to obtain this document the opportunity to access it a few clicks away. The service becomes available 24/24, 7 days a week, without being conditioned by the working schedule with the public, facilitating the interconnection of the services of public institutions. I thank the technical teams from MCID, ADR and MAI who worked intensively on the operationalization of this service, in the last months, and made the interconnection of gișeul.ro with the service hub of MAI. I also thank my coleagues parliamentarians who supported and voted for law no. 3/2023, especially to deputy George Tuță, with whom we initiated this recently adopted and promulgated legislative project”, said the Minister of Research, Innovation and Digitization, Sebastian Burduja.

According to Law no. 3/ 03.01.2023, to complete art. 28 of Law no. 290/2004, regarding the criminal record, at the request of natural or legal persons, the criminal record certificate is issued free of charge and in electronic form. Criminal record certificates issued in electronic form are signed with a qualified electronic signature and are assimilated to authentic documents.

The mechanisms for obtaining the electronic criminal record certificate:
– by the www.ghiseul.ro platform, for users who are registered or want to register in the platform. The record request is made following the electronic identity validation procedure using a 3D Secure enrolled bank card, issued by a Romanian banking institution. After validation, they will be redirected to the HUB.MAI.GOV.RO platform, for completing the standard application online.
– by the HUB.MAI.GOV.RO platform, for users who are not registered in GHISEUL.RO or do not have a bank card issued by a banking institution in Romania. Applicants will fill out a form available on the platform, and in order to establish their identity with certainty, they will present themselves physically, only once, at an MAI counter that offers public services.

In the first phase, the identity certification will be carried out by presenting to the police units that issue records certificates, following that during this year the identity certification can be done at all MAI institutions that offer public services (e.g.: Community public services for issuing permits driving license, passports, identity cards).

After validating the account, to issue the criminal record certificate, citizens will access the „services” section, select the reason for the request from an available list, send the pre-filled application already with the civil status data, and the system will automatically generate the criminal record certificate, signed electronic. The validity of the issued certificate is 6 months from the date of issue.

The system offers the possibility to verify the authenticity of the document, based on the registration number of the registry certificate and the person’s CNP.
Through the phased implementation of this project, the time required for the technical and functional optimization of the service is ensured, as well as the adoption of administrative measures to ensure the availability and necessary support of any public electronic services.

Thus, the provision of support covers, on one hand, the technical component (equipment, technical solutions) and specialized human resources (technical staff), and, on the other hand, assistance provided to users by providing staff for permanent support that will be available by phone , via web or email.
